Eco-Frontier Fellowships, Japan: 2000/2001

The Environment Agency of Japan established the Eco-Frontier Fellowship (EFF) Program in 1995 in order to offer opportunities for excellent young foreign researchers/experts in the global environmental field at Japan+IBk-s national research institutes. EFF was initiated in response to calls from the international global environment community for greater international cooperation through the exchange of excellent researchers.

The deadline for applications is January 5, 2000.

The research topics for the available fellowships are described below. In this program, positions are open mainly for researchers in the Asia-Pacific region.

Research Topics

1. International Study on Greenhouse Gas (GHG) Inventory (1 person)

- GHG Inventory guideline with regard to the Kyoto Protocol

- Methods for reporting Emission and Removal of GHG

- Project-based accounting system of activities under JI and CDM

- Methods for calculating baselines of project activities

- Data collection networks for improving GHG inventory

- Techniques for assessing uncertainties of GHG inventory

2. Studies on issues regarding carbon sink under the Kyoto Protocol (2 persons)

- Assessment of Potential Sink Projects under the JI and CDM

- Methods for Monitoring and Certification of sink projects

- Methods for estimating Leakage and Baseline of sink projects

- Methods for assessing Uncertainty and Risk of sink projects

- Analysis for designing Carbon Sequestration Regime

3. Studies on institutional dimension of the Kyoto Regime (1 person)

- Analysis on institutional issues regarding the Kyoto Mechanism

- Analysis for inter-linkage between international and national Emission Trading

- Methods for modeling Carbon Credit Market

- Analysis on issues regarding Compliance

- Methods for assessing carbon credit Liability

- Analysis on Environmental Finance issues of the Kyoto Regime

4. International Study on Monitoring and Assessment of Desertification (1 person)

- Review of literature and activities concerning convention to combat desertification

- Development of desertification data bases relating to natural/social conditions

- Formulating various desertification monitoring and assessment indicators

- Development of methods for monitoring and assessment of desertification

- Mapping of desertification progress in relation to natural/social factors

- Analysis of interrelations between desertification progress and natural/social factors

5. International Study on Assessment of Forest Decline and Acidic/Oxidative Substances (1 person)

- Review of forest decline literature relating to acidic/oxidative substances

- Survey/development of methods for assessment/monitoring of forest decline

- Survey/development of methods for monitoring acidic/oxidative substances deposition

- Analysis of interrelations between forest decline and acidic/oxidative substances

- Assessment of forest decline caused by acidic/oxidative substances in East Asia

- Network system development for monitoring forest decline and acidic/oxidative substances

Fellowship Qualifications

Not a Japanese national, not a permanent resident in Japan

A PhD or equivalent university degree or qualification in natural or social sciences. For persons who obtained the degree or qualification outside a developed country, they must have at least 3 years of research experience in a developed country or equivalent ability.

No health conditions that would hinder research activities.

Competence in Japanese or English.

Research Period

In principle the fellowships are for a period of three to twelve months.

Extensions may be approved a maximum of two times, after review.

Fellowship Awards

The Environment Agency of Japan provides Fellows with the following support

through AIRIES:

(1) Travel: a round-trip airline ticket (economy class) between Japan and the Fellow's country, (Note: not provided for dependents).

(2) Monthly living allowance: 300,000 yen (incl. tax).

(3) Housing: apartments are provided free of charge, but other expenses such as electricity, water, gas, maintenance costs, parking lot charges and the like are to be borne by Fellows.

(4) Moving allowance: for the initial international move, is up to 200,000 yen.

(5) Family allowance: payable for the Fellow accompanied by one or more dependents during his or her tenure. The amount is 50,000 yen (maximum) per month.

(6) Health insurance: overseas travel accident insurance for injury and sickness, and third party insurance (Note: not provided for dependents).

(7) Domestic trip allowance: up to 20,000 yen per month for travel within Japan related to research activities.
